1. Geographic Location:
SOUTHEAST PANHANDLE. District includes the City and Borough of Yakutat and extends
south to a line from the Southern tip of Baranof Island east across Sumner
Strait to the Stikine River; and west from the Alaska/British Columbia border to
the Gulf of Alaska, excluding the unified home rule municipalities of Juneau and
Sitka, the home rule city of Petersburg, and the second class city of Kupreanof.
2. Size and Activity:
DISTRICT-WIDE POPULATION 7600. Largest single community is Haines, pop. 1650. Mostly coastal communities which are economically dependent predominantly on
fishing, seafood processing, logging and/or tourism. Tourism is the largest
employer in the summer and population of some communities swell by as much as
25%. Skagway increases to a daily average close to 8000 population between
June 10 and September 1. Schools, government and the transportation
industry also provide employment, and subsistence activities supplement income
in several communities.

Hazards Analysis:
MODERATE RISK. The district’s widely scattered population reduces existing risk
to limited numbers of people. However, the finite resources of the district’s
small communities leaves them ill-prepared to respond to disasters. Wild land/urban
interface fires threaten the entire district, all communities are subject to
earthquakes, most are subject to tsunamis and storm driven sea surges, and many
are accessible only by floatplane or boat making outside response difficult. Chlorine gas and anhydrous ammonia are reported in amounts greater than
threshold planning quantities at Excursion Inlet, Hoonah, Kake, and Pelican. A
new seafood processing plant in Haines is being developed. Unknown quantities of
extreme hazardous substance (EHS) transit the district by ship bound for interior Alaska and Canada.

8. Government/Industry Support or Matches: LOCAL GOVERNMENT
SUPPORT. Most local governments in the nine municipalities participate actively
with the LEPC and many provide facilities for planning meetings and office
space.
