SECC Manager Position Description

The SECC Manager performs traditional Expanded Dispatch Coordinator or Center Manager duties. The SECC Manager also works closely with DHS&EM Community Services Managers (one of which will be the State Coordinating Officer (SCO) [who is also the Agency Representative for deployed Incident Management Teams] in any State-declared disaster. And the SECC Manager must coordinate closely with the DHS&EM Recovery Section Manager to resolve event specific requirements of individual assistance (IA) and public assistance (PA) programs. To accomplish the overall function of the SECC identified in the SECC organization chart, the SECC Manager is responsible for three functional areas: intelligence, logistics, and cost control. The SECC Manager often accomplishes all of these functions alone. As events increase in complexity, the SECC Manager activates the SECC and staffs appropriate positions in these three separate functional areas as shown in the organization chart. Details on the Intelligence, Logistics and Comptroller functional areas are found in under the appropriate section on the organization chart. The SECC Manager is responsible for determining need and ordering Coordinators for these three functional areas. The SECC Manager is responsible for the duties of these positions until the ordered Coordinator checks in at the SECC.
