Biography

CAPT Michele Stickney moved to Alaska from Oregon in 1976 with her husband after he finished graduate school. Serving in the military had been a desire for a long time and, with the encouragement of her husband, she sought and received an officer commission in February 1978 in the Alaska Army National Guard.  Since then, CAPT Stickney has led two lives … military and civilian.  

Upon entering the National Guard, she was assigned to the 134th Public Affairs Detachment, serving as Community Relations Officer, then Executive Officer and in her last two years with the unit, Commanding Officer. Her final year with the AKARNG, 1985, was with Headquarters Logistics and Planning.

In December of 1985, CAPT Stickney joined the US Navy Reserve and the Alaska Naval Militia.  She began in the Naval Control of Shipping Unit on Elmendorf AFB serving as Training Officer and Admin Officer.  In 1991 she was selected as the Commanding Officer and Weapons Safety Officer for Naval Weapons Station Concord in California loading munitions aboard ships for Desert Storm/Shield. 

CINCPACFLT Det 420 was her next assignment for a year in 1993 working as part of a Navy Management and Assessment Team, commuting each month to Treasure Island, San Francisco, for weekend drills.  1994 brought CAPT Stickney’s military duties back to Alaska as the Commander of the Readiness Training Unit for two years.  Her next reserve billet was with the Navy Reserve, Naval Forces Alaska (NAVAK) serving in Logistics, Planning and Training.

Since 1999, CAPT Stickney’s Navy Reserve posting has been as the Navy Emergency Preparedness Liaison Officer for Alaska (NEPLO). She is responsible for maintaining liaisons between the military (active duty and reserve components in Alaska) and the State Emergency Coordination Center, when an emergency or disaster occurs which could lead to a need for military assistance to civilians. As the Commander of the Alaska Naval Militia since 1999, she leads both Navy and Marine Corps Reservists who, if not on Federal duty, volunteer to assist Alaska in times of special need.

In her civilian life, Mrs. Stickney was a teacher in Oregon for seven years prior to moving to Alaska. After the move, she began working for the Anchorage School District (1980-2001): a teacher for four years; assistant principal for two years; and principal for fourteen years.

In 2001, Mrs. Stickney was asked to serve as the Deputy Commissioner with the Department of Military and Veterans Affairs.  She had oversight responsibility for the four divisions within the Department: Homeland Security and Emergency Management; Alaska Military Youth Academy; Veterans Affairs; and Administration.

From January - September of 2005, Mrs. Stickney served as the Special Assistant to the Alaska Director of Homeland Security.  She worked with planning and oversight of Exercise “Alaska Shield/Northern Edge 2005”.  She also was Acting Emergency Program Manager for Training, Exercise and Grants for the Homeland Security and Emergency Management Division, DMVA.
