What is the Hazard Mitigation Grant Program (HMGP)?
The Hazard Mitigation Grant Program (HMGP) is funded whenever Alaska receives a federally declared disaster. HMGP is designed to fund projects that reduce or eliminate long term disaster damages. The amount of HMGP funding is set at 15% of the total disaster costs with the Federal Emergency Management Agency (FEMA) paying 75% and the State of Alaska matching 25%. Alaska typically requests that HMGP funds be available for use statewide, not just in the declared disaster area. The State of Alaska Division of Homeland Security and Emergency Management (DHS&EM) through the identified State Hazard Mitigation Officer (SHMO) administers HMGP. Applicants for HMGP funded projects are required to have an approved Hazard Mitigation Plan. HMGP applications are reviewed by the State Hazard Mitigation Advisory Committee (SHMAC) and the Disaster Policy Cabinet (DPC) for eligibility, funding priority and consistency with the Alaska State Hazard Mitigation Plan. Projects selected by the State are then forwarded to FEMA for approval and funding. All projects are required to meet the required State and Federal regulations, reporting requirements and periods of performance.
