Kenai Peninsula Borough LEPC

1.  Geographic Location:  SOUTHCENTRAL ALASKA.  The district’s boundaries coincide with those of the Kenai Peninsula Borough (KPB).  The borough lies directly south of Anchorage.  The waters of the Gulf of Alaska and Prince William Sound  border the borough on the south and east.  The Chigmit Mountains of the Alaska Range rim the borough to the west.


2.  Size and activity:  The population is approximately 50,000 increasing to about 150,000 in the summer tourist season.  The Kenai Peninsula Borough's economy is diverse with fishing, tourism, government, transportation, retail, and the petrochemical industry.


3.  Communities:  The Borough is a Second Class Borough which encompasses the Kenai Peninsula and a portion of land on the west side of the Cook Inlet.  The Borough size is approximately 25,600 square miles.  Major communities include Homer, Kenai, Nikiski, Soldotna, and Seward.  These communities are connected by a state-maintained, paved two-lane highway system leading to Anchorage.  The Alaska Railroad begins in Seward and runs through the Borough to Anchorage to the north.  There are numerous communities, such as Seldovia, that are located within the Borough, but are not on the road system.  These communities also fall under the Borough’s and LEPD planning responsibility.


4.  Hazards Analysis:  HIGH RISK.  The Borough has conducted a hazard vulnerability analysis that has identified twelve hazards of most serious threat:

* Avalanche

* Civil Disorder

* Earthquake

* Enemy Attack

* Energy Shortage

* Fire

* Transportation accident

* Hazardous Materials

* Weather Extremes

* Tsunami

* Volcano

* Flood


5.  Staffing:  Volunteer, supplemented by a part time clerical position within the KPB Office of Emergency Management.

Government/Industry Support or Matches:  LOCAL GOVERNMENT SUPPORT.  The KPB manages the LEPC grant, donates some time of their paid employees, and provides facilities for planning, meeting and office space.


10. Goals:
    - Continue to update and improve on the Emergency Operations Plan (EOP).
    - Identify and train personnel for the Incident Command System.
    - Increase public awareness.
    - Ensure that hazard and emergency information is readily accessible to the public.

 
11. LEPC Expectations:  This LEPC is well within the maintenance mode of development. Continual reevaluation of hazards and capability combined with an appropriate training and exercising program should maintain the level of effectiveness of this organization.
