Petersburg/Wrangell LEPC

1.  Geographic location:  SOUTHEAST PANHANDLE.  The district includes the Lindenberg Peninsula of Kupreanof Island and all of Mitkof and Wrangell Islands.


2.  Size and activity:  DISTRICT-WIDE POPULATION 5974.  Nearly all live in either Petersburg, pop. 3356, or Wrangell, pop. 2595.  Both are coastal communities, economically dependent predominantly on fishing, seafood processing, logging and/or tourism. Schools, government and the transportation industry also provide employment, and subsistence activities supplement income for many families.


3.  Communities:  The district has three incorporated communities: Kupreanof, a second class city, and Petersburg and Wrangell, both home rule cities.


4.  Hazards analysis:  MODERATE RISK.  A manifestation of the existing risk to either of the district’s two population centers, will affect about half the district’s people.  The finite resources in each community will require augmentation to respond to a major disaster. Wild land/urban interface fires are of some threat.  Community water systems rely on frequent rainfall.  Thus, when drought occurs, it often severely reduces fire fighting capability risking life safety.  It also usually forces water use restrictions and becomes both a health and economic concern.  Petersburg is developing a new reservoir which is expected to be available in 1998, to eliminate this concern in their city.  All communities are subject to earthquakes, and tsunami and storm driven sea surges.  They are accessible only by floatplane or boat, making outside response difficult.  Chlorine gas and anhydrous ammonia are present in amounts greater than threshold planning quantities at both Petersburg and Wrangell.  Unknown quantities of extreme hazardsous substance (EHS) transit the district by ship, bound for southeast Alaska ports, interior Alaska and Canada.

9.  Government/Industry Support or Matches
LOCAL GOVERNMENT SUPPORT.  The City of Petersburg manages the LEPC grant, donates the time of its Assistant Fire Chief, and provides facilities for planning meetings and office space.  In addition the City of Wrangell cooperates and donates the time of its Police Chief, one staff person, and coordinates meetings and activities with Petersburg.
