Office of Domestic Preparedness (ODP)

ODP is the lead agency within the Department of Justice for development and delivery of weapons of mass destruction (WMD) and terrorism response training. This training is offered free of cost to state and local response personnel in fire, hazardous materials (HazMat), law enforcement, emergency medical services, public health, emergency management, and public works agencies. Participants are reimbursed most of their travel costs.

ODP contracts with universities, emergency responders, and pertinent local, state, and federal agencies to develop and deliver training courses. These courses focus on preparedness for, response to, and recovery from terrorist incidents involving weapons of mass destruction. These courses are divided into four categories: awareness, operations, technician, and command.

Awareness Level courses are designed for the entry-level first responder to gain basic knowledge of WMD agents and safe response practices. Operations Level training is designed for those students who have a firm grasp of basic response and seek to further their knowledge of WMD incidents. The Technician Level is designed for the student who is well versed in all levels of WMD response and utilizes practical knowledge through hands-on training and exercises. The Command Level module is designed for senior-level incident management personnel who have a strong background coordinating emergency response.

Center for Domestic Preparedness (CDP)

CDP provides DOJ sponsored WMD training to responders from fire service, law enforcement, emergency medical service and emergency management.  CDP courses are presented at Anniston, Alabama and focus on the management of chemical, ordnance/explosive, biological, and radiological/nuclear (COBRA) threats.

WMD Technical Emergency Response Training Course (TERT)

The WMD Technical Emergency Response Training Course (TERT), is a 4-day training program designed to provide emergency responders operational level instruction on responding to and operating in a WMD environment. The course covers chemical, ordnance/explosive, biological, and radiological/nuclear (COBRA) threats; the current domestic and international terrorist threat; managing a WMD scene; determining the breadth of a WMD incident area; and dealing with the media at a WMD incident. In addition it provides 20 hours of hands-on familiarization training with specialized protective clothing and equipment, chemical detection and identification equipment, decontamination, triage and ordnance/explosive recognition and response. The course concludes with a multi-task, hands-on performance oriented training in the WMD [Toxic Agent] (COBRA) Training Facility.

Prerequisites: This course is designed for emergency responders who have completed WMD awareness level training. The target audience for this training is emergency responders in Fire Service, Law Enforcement, Emergency Medical Service, Emergency Management and Emergency Communications.

*This course is not for HAZMAT technicians.

WMD Hazardous Material Technician Training Course (HT)

The WMD Hazardous Material Technician Training Course (HT), is a 3-day in-depth training course in the composition, action, identification, and decontamination of WMD agents that have the potential for use in a terrorist incident. This course also includes training in the preservation of evidence at a crime scene, an overview of the international and domestic terrorist threat, and a series of practical exercises involving WMD detection, identification and protective equipment and techniques for operating at a WMD terrorist incident. This training course culminates with a multi-task, hands-on training exercise in the WMD [Toxic Agent] (COBRA) Training Facility.

Prerequisites: Hazardous Material Technicians attending this training must be certified as having successfully met the competencies outlined in OSHA 29 CFR 1910.120 and NFPA 472 for HAZMAT Technicians.

WMD Incident Command Training Course  (IC)

The WMD Incident Command Training Course (IC), is a 3-day in-depth training course in the composition, action, identification, and decontamination of WMD agents, which have the potential for use in a terrorist incident. This course also includes an overview of the international and domestic terrorist threat, tactical decision making, and federal support to state and local jurisdictions. This course is complemented with 18 hours of hands-on training including a tabletop interactive exercise involving WMD, COBRA response planning and execution at a terrorist incident. This training course culminates with a multi-task, hands-on training exercise in the WMD [Toxic Agent] (COBRA) Training Facility.

Prerequisites: Emergency responders attending this training must be trained to the competencies outlined in OSHA 29 CFR 1910.120 and NFPA 472 for Incident Commanders and they must have a complete understanding of the Incident Command and Unified Command System. The target audience for this training includes those command level responders in the Fire Service, Law Enforcement, Emergency Medical Service, Emergency Management and Emergency Communications.

WMD Hazardous Materials Technician Sustainment Training (HTS)

The WMD Hazardous Materials Technician Sustainment training (HTS) course consists of 2-days of scenario based advanced training in: personal protective equipment (PPE) level A, advanced sampling and monitoring equipment, evidence preservation, collection and overpack, and patient extrication and decontamination. The course concludes with a multi-task, hands-on performance oriented training in the WMD [Toxic Agent] (COBRA) Training Facility.

Prerequisites: This course is sustainment training for hazardous materials technicians who have successfully completed the CDP, WMD Hazardous Materials Technician course at least twelve (12) months prior to the requested date of attendance.
